Before the establishment of the Ministry of Communications and Information Technology (MCIT), a Royal directive gave the responsibility to the Saudi Computer Society to prepare a national communication and information technology plan.
After MCIT was established, the Custodian of the Two Holy Mosques issued his Royal Order No. 7B/53847 dated 13-11-1424H which assigns the preparation and implementation process of the plan to the Ministry. Consequently, MCIT prepared the Plan, revised its draft and added to it the aspects related to communications. It then becomes the National Communications and Information Technology Plan.
The Plan was approved by the decision of the Council of Ministers No. 160 dated 11-5-1428H (corresponding to 28/05/2007).
