  Five Year Plan


This plan includes details of the Information Technology general strategy and its implementation within its first five years period of its term. The plan takes into consideration all local and outside variations as well as connection between middle term plans and performance level in each of them in order to achieve the long-term objectives. The middle term plan consists of specific objectives derived from the general strategy and from the policies (implementation mechanisms) contained in it. The plan also includes detailed programs and great projects for achieving the objectives specified in the plan, which will, in turn, work for achieving the broad goals of the general strategy.

This plan will cover the first five years period of the twenty years of the Information Technology general strategy. This is because it would be impossible to make an integrated, detailed and realistic plan for a period of twenty years as it is known in planning fundamentals and principles. This is because of the numerous and speedy internal and external changes for which the detailed plans are liable in case of going beyond the middle term. Such detailed plans are even more liable to numerous and speedy changes in such dynamic fields as the information and its technologies. with regard to the five year plans following the information technology they are detailed five-year plan similar to the first detailed plan and consists of the same components and takes into consideration what has been achieved in the urgent initiatives plan and the first detailed plan. The following five years plans normally try to avoid any shortcomings in implementation tools or policies or the unclear specific objectives in the previous plans through feedback and contrasting what has been achieved with the planned ones and look for reasons of deviation and try to correct them.
