MCIT, Public Security sign MoU to boost e-programs

H.E. Eng. Mohamed Jamil Mulla, the Minister of Communications and Information Technology and General Saeed Bin Abdullah Al Qahtani, director of Public Security, sign a memorandum of understanding (MoU) between the Ministry and the Public Security.  The MoU, signed at King Abdul Aziz Telecommunications Complex in Riyadh Sunday 28-2-2010, aims at boosting cooperation in e-programs

In press statements following the signature of this MoU, Eng. Mulla explained that this MoU comes within the Public Security endeavor to shift to the adoption of e-government transactions. He added that the MoU covered proposals for developing the comprehensive cases system, which is a national strategic system.  He said the signing of this MoU also comes in response to the relevant Royal decrees and orders, adding that they include: the Council of Ministers’ decision No 133 dated 21/5/1424H., which stipulates the assigning MCIT to supervise and establish development plans for IT sector in the Kingdom, the Royal Order No. 7/B/33181 dated 10/7/1424H., which directed MCIT to set up a plan for offering government services and transactions electronically and provide resources required for this, the Council of Ministers’ decision No. 40 dated 27/7/1427H., approving controls for e-government transactions and article (16) which stipulates that each government department should prepare a separate plan for shifting to
e-government transactions and to implement this plan within a specific duration of time in coordination with e-government Program (YESSER).

The Minister pointed out that this MoU includes setting up a plan for shifting to e-transactions in the Public Security, seeking the assistance of a consulting house to study the current situation at the Public Security, identifying all activities performed by the Public Security, studying its key tasks and re-engineering the measures adopted by the Public Security in addition to establishing necessary vision for e-government transaction projects within the activities of the Public Security.

Eng. Mulla expressed hope that this MoU would be key support for the Public Security sectors in term of enabling these sectors to perform most of its important and sensitive tasks and duties, in addition to serving consumers and those dealing with the Public security. He also expressed hope that the MoU would meet its objectives and that its articles would be executed according to the plan.

It is worth mentioning that within this MoU, the e-government program (YESSER) will support the Public Security to establish projects management office and assist the Public Security in setting up necessary plans and proposals for the comprehensive cases system which HRH the Assistance Interior Minister for Security Affairs has ordered its initiation. This system includes the automation of all stages of cases starting with reporting and ending with sentencing or acquaintance as well as offering recommendations and suggestions to enable the implementation of this system, as a national strategic scheme, on all concerned government departments.

YESSER would also assign enough seats for training Public Security staff on the basic skills of using computer and the concepts of e-government transactions by benefiting from skills and capabilities building initiative and in coordination with the National Information Centre, an affiliate to the Ministry of Interior.

For his part, General Saeed Bin Abdullah Al Qahtani, director of Public Security explained that this MoU is part of the procedures adopted by the Public Security in its endeavor to meet the objectives ordered by HRH the Second Deputy Premier and Interior Minister for developing technological aspects of the Ministry’s departments and mobilize this technology for serving security and facilitate services for citizens and expatriates.
