Terms of Use

The e-Portal of the Ministry of Communications and Information Technology (hereinafter referred to as the "MCIT PORTAL" or the “Portal”), is intended to be used by you, Accessing this Portal or using it is subject to the following “Terms of Use” in addition to all other laws and regulations applicable in the Kingdom of Saudi Arabia. Accessing this portal shall completely be deemed an unlimited agreement by you on all the Terms of Use, whether you are a registered or non-registered user. This approval shall come into effect immediately upon your first use of the Portal or access thereto.

Any further amendments to these Terms of Use shall take effect immediately after being announced, unless otherwise stated. Continuing your use and access shall mean a full approval and agreement on such amendments.
 
Restrictions on Use
Upon using the MCIT Portal, you shall agree not to:
  • Make available or upload files that contain software or other material, data or information not owned by or licensed to you;
  • Use this Portal in any way to send unsolicited commercial email or "spam", or any similar abuse of the Portal;
  • Make available or upload files to this Portal that may contain a virus, corrupt data or malware, or to do anything that may affect the integrity, reliability or continued availability of information on the Portal;
  • Publish, post, distribute or disseminate via the Portal any material or information that are defamatory, infringing, obscene, indecent, unlawful or contrary to the Islamic or public ethics;
  • Engage through the Portal in activities that are illegal or unlawful in the Kingdom of Saudi Arabia;
  • Post on the portal any product or service which may make the MCIT in violation to any applicable law or regulation of any jurisdiction;
  • Use any device, software or routine to interfere or attempt to interfere with the proper working of the Portal;
  • Take any action that imposes an unreasonable or disproportionately large load on the Portal’s infrastructure; or
  • Do anything that is in violation to the Anti-Cyber Crime Law or any relevant regulation applicable within the Kingdom of Saudi Arabia.
 
Hyper-linking to MCIT Portal
  • Caching and links to, and framing of the Portal or any of its contents shall be prohibited, except for such links to other sites whose objectives and orientations do not conflict with the objectives, policies and frameworks of the Portal;
  • Under no circumstance shall the Ministry of Communications and Information Technology be considered associated or affiliated in whatever manner with any trade or service marks, logs, insignia or other devices used or appearing on websites that link to this Portal or any of its contents.
  • The Ministry of Communications and Information Technology reserves all rights to disable any links to, or frames of any website containing inappropriate, profane, defamatory, infringing, obscene, indecent or unlawful topics, or names, materials or information that are in violation of any law, or infringing any public or private rights.
  • The Ministry of Communications and Information Technology disclaims any responsibility for the contents available on any other website reached by links to or from this Portal.
Hyper-linking from MCIT Portal.
  • Links to other portals and websites are provided for the visitor’s convenience, and the Ministry of Communications and Information Technology shall not be responsible for the content or reliability of the linked portals and websites whose contents are not endorsed by the Ministry. Any use of the hyper-links or access to such websites or portals shall entirely be at the user’s own responsibility.
  • The Ministry shall not guarantee the work of links to other websites.
Copyright Notice
  • This Portal is technically supervised by the Department of Information Technology at the Ministry of Communications and Information Technology of Saudi Arabia, and all contents on the Portal shall be completely owned by the Ministry and shall be protected in accordance with Saudi Arabia’s rules and regulations of copyright, brand names and other intellectual property rights.
  • Except otherwise stated, no one shall be authorized to sell, license, lease, modify, copy, reproduce or download, publicize, transport or distribute, or explicitly show or edit any materials derived from the content of this Portal without the prior written approval of the Portal Administration.
  • It is completely prohibited to change or modify any of the Portal’s contents.
  • All Graphics, and images included within the Portal shall be protected in accordance with copyrights, and may not be copied or used without the prior written approval of the Portal Administration.
 
Termination of use
The Ministry of Communications and Information Technology may, at its absolute discretion, terminate, limit or suspend any user’s right of logging in or using the Portal, without notification and for any reasons, including violating these Terms of Use or any other conduct that may be deemed by the Ministry as illegal or causing harms to others. In case of such a termination, the user shall be unauthorized to log in to this Portal.
 
Jurisdiction
User shall be subject to the judicial regulations applicable in the Kingdom of Saudi Arabia.
 
Limitation of Liability
The services delivered on the Portal to process on-line applications and obtain information with respect to government agencies and authorities, shall be for convenience only. User hereby acknowledges his full awareness that Internet communications may be subject to interference or interception by third parties, and that this Portal does not replace information made available through official channels, whereas the applications and administrative procedures can still be performed directly before the competent authority. Therefore, any use of this Portal shall remain the sole responsibility of the user, and the Ministry of Communications and Information Technology in no event shall be liable for any loss or damage whatsoever that may be incurred by him on account of using, visiting, relying on any statement, opinion, announcement or declaration on the Portal, nor that resulting from any delay in operation, transmission, communication failures, internet access difficulties or malfunctions in equipment or software or the conduct or views of any person who may have access to this Portal. User hereby acknowledges and agrees that his sole and exclusive remedy for any damage or loss incurred as a result of his accessing or using this Portal is to refrain from or discontinue using or accessing it.
 
Protection from Viruses
The Ministry of Communications and Information Technology exerts its utmost efforts to check and monitor the contents of this Portal. User shall commit to use appropriate antivirus programs whenever he attempts to download any contents from the Portal, and the Ministry shall be not responsible for any loss or damage of user’s data or devices which may arise while using this Portal or any of its contents.
 
Claims Waiver
  • The MCIT Portal and all its included services, information, materials and vacancies shall be for the user’s personal use in the same manner they are provided with no acknowledgments or warranties. The Ministry of Communications and Information Technology hereby shall be not responsible for any faults or irregularities that may arise as a result of using such a portal or any of its contents or included links, either we know about this or not.
  • Any communications or information that may be sent by the Portal’s user shall never be possessed by the sender or guaranteed in terms of privacy. In addition, any use or interactive use by the Portal’s user shall never grant him any rights, licenses or privileges of any kind.
 
Indemnifications
User hereby acknowledges that he will never take any action against the Ministry of Communications and Information Technology or any of its, including all employees and those responsible for administrating, updating or illustrating the Portal, and shall and to relieve it of all obligations, liabilities, damages, compensations and claims that may arise out of the use of the portal, whether by a user’s breach of the Terms of Use or any other laws in force both within and outside Saudi Arabia, or by otherwise.
 
 
Rules for Comments and E-Participation
All comments in e-participation channels shall be thoroughly deliberated and reviewed to make sure that commentators are committed to the relevant rules. The Portal Administration shall have the full power to exclude any comments deemed as inappropriate. The rules include the following:
 
  • Commentators should adhere to the general and Islamic ethics and avoid mentioning any inappropriate, indecent or impolite phrases or words.
  • The comments should be relevantly focused on the issues put for discussion.
  • Commentators should avoid any personal criticism not envisioned as enriching the issues deliberated.
  • Commentators should avoid any fanatical instincts.
  • Commentators should completely make sure of accuracy when mentioning any texts of Qur’an or religious views and let only specialized persons to discuss such topics.
  • Commentators should not provide any personal information within the comments such as personal contact data.
